Beggar Rehabilitation and Alternative Employment Program:

In order to implement the government's commitment to alleviate poverty in the country, the Ministry of Social Welfare has taken the initiative to rehabilitate the people engaged in begging for housing, sustenance and alternative employment of the people engaged in begging. The activities of this program started from August 2010. Its main objective is to rehabilitate and train the people engaged in begging and involve them in income generating activities. Indirectly providing assistance to the families of the beggars and above all for the welfare of the society and the state.

 

A survey has been conducted on 10,000 beggars in one day in 2011 through 10 NGOs in 10 zones of Dhaka metropolis. A database has been created with the data of the surveyed beggars. Out of the 10,000 beggars surveyed, 2,000 beggars were selected for rehabilitation in their respective districts. A pilot program has already been conducted in Mymensingh and Jamalpur districts to rehabilitate 6 beggars by providing funds for running rickshaws, vans and small businesses in order to improve the systemic effectiveness before the nationwide expansion. According to reports from the district, most of the rehabilitated beggars in Mymensingh district (surveyed in Dhaka) sold rickshaws and vans and returned to Dhaka. However, the rehabilitated local beggars in Jamalpur district are trying to become self-sufficient by using rickshaws, vans and supplied funds.

 

Experience of rehabilitation activities at the pilot stage of the program has shown that the success of the program is not possible without the success of stopping begging in Dhaka city. With this in mind, a policy decision was taken to declare the Airport Area of Dhaka City, Hotel Sonargaon, Hotel Ruposhi Bangla, Hotel Radisson, Bailey Road, Diplomatic Zone and Embassy Areas as beggar free and these areas have already been declared beggar free by the City Corporation. The coverage of beggar-free areas will be further increased in the future.

 

Mobile courts will be conducted from time to time in the areas declared as beggar-free. The beggars received through the mobile court were sent to various public and private shelters. While in the organization they are trained and rehabilitated in various trades.

 

A draft policy has been formulated by the Department of Social Services for the rehabilitation and alternative employment of the people engaged in begging.

 

In Chandpur district, a total of Tk. 18 lakh 50 thousand has been allocated from the Department of Social Services and Rs. 7 lakh has been distributed as relief as per the instructions of the Coronation Ministry of Social Welfare.


Under the Rehabilitation and Alternative Employment Program for the people engaged in begging from the remaining Tk. Beggar survey activities are going on at district and upazila level.
