Women make up half of the total population of Bangladesh, most of whom are disadvantaged living in rural areas. The Department of Social Services, under the control of the Ministry of Social Welfare, has been implementing the Palli Matrikendra program since 1975 for the purpose of empowerment, economic liberation and socio-economic development of these women. Family-based poverty is being reduced by organizing backward, deprived, poor and troubled women by ensuring active participation of women. Through these activities, low-income backward poor women in the rural areas of the upazila level are organized and their own capital is formed. Palli Matrikendra activities are being implemented only with the participation of women capable of giving birth.

This program is running in 8 upazilas of Chandpur district. The main objective of Palli Matrikendra is to educate and motivate poor rural women on the benefits of small family formation, adult education, health and nutrition, mother and child care as well as micro-credit for economic development of the poorest population, create savings and increase income through profitable activities. Each member is provided an interest free micro loan of Rs. 5,000 to Rs. 30,000. This loan is repayable in 10 equal installments with 10% service charge for a maximum period of 1 year.

  • Other services including 'A' and 'B' category micro loans and other social services except C class interest free loans;

 

Those involved in the implementation of the activities :

6 Upazila Social Service Officers under Chandpur District are involved in the implementation of this program. The Deputy Director and Assistant Director of the District Social Services Office, Chandpur supervises the field level activities and coordinates between the field level and the headquarters. Authority for implementation of activities at the field level. The Upazila Social Service Officer and the Upazila Nirbahi Officer acted as the member-secretary and chairman of the activities implementation committee respectively.

  • Provide vocational and skills development training;
  • Application in the prescribed application form for obtaining microcredit;
  • Selection of suitable borrowers for socio-economic development;
  • Contract execution;
  • Providing interest free microfinance;
  • Cooperation in building organizations with own capital.

Areas of citizen cooperation :

  • Repayment of loan amount in 10 equal installments from the 2nd month after receipt by the beneficiary or in 1, 2 or 3 installments depending on the scheme with 10% service charge;
  • Saving at regular rates fixed by party members;
  • Adhere to what members are made aware of through activities;
  • Assist the authorities in recovering the loan if the beneficiary does not repay the loan regularly;
  • Provide information and assistance to the authorities in selecting the right village / mahalla and suitable borrower;
  • Inform the appropriate authorities if any irregularity is observed in disbursement of loan.

Service Deadline :

  • 1 month loan disbursement 1 month after village / mahalla election;
  • Reinvestment / 2nd / 3rd stage loan disbursement, 20 days after application.
