The Rural Social Services (RSS) program implemented by the Department of Social Services under the Ministry of Social Welfare is aimed at alleviating the poverty of the destitute, helpless, neglected, backward and backward people living in the rural areas of the country. Launch of the first interest free microfinance program in Bangladesh under the Rural Social Service (RSS) program. As a result, this program has been established as the birthplace and pioneer of Bangladesh microfinance program. This program started a new and groundbreaking history in the field of economic emancipation of marginalized people of Bangladesh.

Under the direction of Father of the Nation Bangabandhu, the Department of Social Services through its program in 1974 has created social awareness among the landless and people living below the poverty line in rural areas. Confirming.

 

The 18-member Rural Social Service Implementation Committee (UPIC) comprising of Upazila Nirbahi Officer as President and Upazila Social Service Officer as Member Secretary and concerned departmental officers is implementing these activities at the Upazila level.

Services:

  • Organizing the poor and bringing them into the mainstream of development;
  • Poverty alleviation and improvement of living standards;
  • Awareness raising and skills development;
  • Micro loans ranging from a minimum of Rs 5,000 to a maximum of Rs 30,000 per household;
  • Creation of sustainable organization of target persons (Palli Samajesba Gram Samiti) with the money collected from service charge and formation of own capital of Gram Samiti.

Client :

  • Residents of selected villages;
  • A member of the Palli Samajseva Karmadal;
  • The average annual income of a member's family is up to Rs. 50,000 (poorest) 'A' class
  • The average annual household income ranges from Rs. 50,001 to Rs. 60,000 (poor) 'B' category
  • Average family average annual income above Rs. 80,001 (above poverty line)
  • Other services including 'A' and 'B' category micro loans and other social services except C class interest free loans;

 

Those involved in the implementation of the activities :

Upazila Social Service Officer is involved in the implementation of these activities.

District level Deputy Directors and Assistant Directors supervise field level activities and coordinate between field level and headquarters. Implementation authority of the Committee for the Implementation of Rural Social Service Activities in the Upazila. The Upazila Social Service Officer and the Upazila Nirbahi Officer are the members-secretaries and chairpersons of the activities implementation committee respectively. Union social workers and training instructors work directly with service recipients at the village level. The Field Supervisor Union of the Upazila Social Service Office supervises the activities of the social workers and training instructors and assists the social service officers in the overall coordination of the activities.

  • Providing literate knowledge;
  • Motivation on various social issues;
  • (Family Planning, Backyard Vegetable Cultivation, Social Forestry, Safe Water, Sanitation, Primary Health Care, Nutrition Awareness, Family Planning, Pregnant Maternal Care, Vaccination of Children, Prevention of Child Marriage, Violence Against Women and Dowry Awareness, Prevention of Drug Abuse) , Sending children to school, etc.)
  • Provide vocational and skills development training;
  • Acceptance of application form for application for receipt of micro loan;
  • Selection of suitable borrowers for socio-economic development;
  • Contract execution;
  • Providing interest free microfinance;
  • Cooperation in building organizations with own capital.

 

Methods of service delivery (in short):

After completing the family survey by the Union Social Worker / Technical Instructor in the village selected by the Upazila Project Implementation Committee and forming a task force with the members of A and B group families, 20 social activities were introduced to each party member. Then the concerned social worker / technical trainer submits the draft list along with the application form after verifying and selecting the application form of the loan candidates proposed from the village committee or task force and submits the collected savings project as bank of the village or task force. He submitted the prepared draft list, application form, along with the recommendation for examination by the Scheme Field Supervisor to the Upazila Social Service Officer. Then the Upazila Social Service Officer organized a meeting of UPIC and approved the loan. Finally the loan disbursement activities are completed by informing the selected borrowers by setting the date and place of distribution of loan checks / cash. 

 

Areas of citizen cooperation :

  • Repayment of loan amount in 10 equal installments from the 2nd month after receipt by the beneficiary or in 1, 2 or 3 installments depending on the scheme with 10% service charge;
  • A borrower does not need to borrow at most three times;
  • Saving at regular rates fixed by party members;
  • Adhere to what members are made aware of through activities;
  • Assist the authorities in recovering the loan if the beneficiary does not repay the loan regularly;
  • Provide information and assistance to the authorities in selecting the right village / mahalla and suitable borrower;
  • Inform the appropriate authorities if any irregularity is observed in disbursement of loan.

Service Deadline :

  • 1 month loan disbursement 1 month after village / mahalla election;
  • Reinvestment / 2nd / 3rd stage loan disbursement, 20 days after application.
