Capitation grant

Traditionally, the people of Bangladesh are determined to take care of the neglected orphans. All the religious people of Bangladesh have been running private orphanages for the upbringing of orphans. Assistance is provided by the Department of Social Services for the proper management of these private orphanages. Private orphanages are first registered under the Voluntary Social Welfare Institutions (Registration and Control) Ordinance 1981 and later financial assistance is provided for the upbringing, treatment and education of the children of the registered private orphanages known as Capitation Grant. At present, capitation grant is being given to 1 lakh 6 thousand orphans of 4 thousand 12 private orphanages. The main purpose of Capitation Grant is to turn poor orphans into human resources.

During the tenure of the present government, "Capitation Grant Allocation and Distribution Policy 2015 in Private Orphanages" was formulated. The government policy is being followed in the provision of capitation grant. Financial discipline has already been consolidated in the provision of capitation grants. Intensive supervision and monitoring has been intensified at the ministry and directorate level in this regard. It is hoped that if this trend continues, it will be possible to create an encouraging response at the private level in the upbringing of orphans in the country. Name plaques have been erected in the open space of Capitation Granted Private Orphanage. In addition to religious education, primary, secondary and equivalent education has been made compulsory in every institution. The performance of national anthem has been made compulsory by the residents of the institution. The allocation of capitation grants to private orphanages is a significant part of the government's social security zone program.

Those involved in the implementation of the activities

Under the control of the Ministry of Social Welfare, the activities branch of the Department of Social Services handles the registration of private orphanages and the institution branch conducts capitation grants. Additional Director, Deputy Director, Assistant Director, Social Service Officer under the leadership of Director (Institution) are involved in conducting Capitation Grant activities at Headquarters level. District level Deputy Director, Assistant Director, Registration Officer, Upazila Social Service Officer and City Social Service Officer supervise the field level private orphanage capitation grant activities and coordinate between field level and headquarters.

 

Service

Providing financial assistance to private orphanages for the upbringing of orphans up to the age of 18 years;

Ensuring nurturing with affection and care;

Ensuring the provision of formal education and vocational training;

Ensuring physical, intellectual and human excellence;

Provide support for the full development of the child;

Arrange for their employment with the aim of achieving rehabilitation and self reliance.

 

Calculation of Capital Grant for Fiscal Year

 

For the welfare of the helpless orphans of the country, the government has been providing a grant (capitation grant) at the rate of Rs. In the light of the policy of private orphanages registered by the Department of Social Services, there is an opportunity to provide capitation grant for a maximum of 50% orphans with a minimum of 10 (ten) orphans. From the year 2019-2020, a monthly government grant of Rs. 2,000 / - per head is given to the residents, the distribution of which is: Rs. The following is the information regarding the allocation of capitation grant from 1991-1992 to date:
